I've always had difficulty accepting the sincerity of an apology after a person has been fingered and the event brought to light. Of course ignorance or a lack of knowledge does make an apology more acceptable, but for something an individual(s) knows full well is wrong then an apology is almost worthless and bordering on insulting.
"I am really sorry for using taxpayer money to create a moat around my mansion. I apologise and promise not to do it again (unless the rules are changed!)".
