They will have run up against the 12 hour limit for "charge or release" so will have opted to release so they can digest what they have learned when he was under caution today. If they’ve “run up against the 12 hour limit” as you claim, they can’t continue arresting and releasing as you outline, as the 12 hour limit is the maximum irrespective of how many arrests are made.
