However, if they were that certain why didn't they go to the police immediately instead of calling for an internal investigation? They know the senior management are guilty of covering up so just can't be trusted, is it at the stage where they just have to accept that mistakes will be covered up and move on to find the next one to ignore?

Sadly it happens all the time in the NHS, Government, Local authorities and even private companies.
People who are incompetent or have been caught covering things up either get promotion or are given a ‘deal’ to leave while signing a Non Disclosure Agreement. (NDA).

Amazingly she is working her 12 months notice period which is very unusual.
Normally people receive their pay in lieu of notice and they are escorted off the premises.
