The only issue is that Toney was set by the English FA and Tonali's will be set by Italian. So legal precedent gets murkey.
English FA can fall back on, we wouldn't do that but it would be undermining to our Italian colleague to not fufill their punishment.
Hopefully I'm wrong though.
