Surprised that you forgot the legal side. Nothing sinister meant by that just an observation.

As for, 'the prison service is struggling to recruit and retain the staff it needs to run the existing estate'. That is because the system is so bad and massively over populated by convicted felons, that there aren't enough staff that feel they are safe to do their job on a daily basis.

More new prisons built, thus keeping populations to the level they were built for, would be a more manageable environment. Maybe then recruitment and staff retention would be in a better state of affairs. How about deporting anyone currently serving time who's not a UK citizen, be deported forthwith, and I bet there are thousands.
