Who is responsible for hoofball - the manager or the players?

I can't imagine the players would start lofting the ball forward if the manager had told them to play out from the back when possible. So it has to be an Evans' tactic, doesn't it?

Could Steve Evans be getting his Tactic's, mixed up with his Tic-tac's
