Don't know enough about the laws of football, but surely there are comparable time keeping systems used in other sports that could be adopted? Would formalise the final whistle, so that either it was when the full time was reached, or as in rugby you played until there was a break in play, that was not caused by the side without the ball.
I would be more than happy with that but TV companies want games finishing at roughly the same time.

I'd suggest games cud be up to 20 mins apart on a Saturday.

And just for a rule bend if hearts Celtic rangers came down to GD I suspect there will be long delays at start of 2nd half as each team tries to get their game to finish last.
