From a personal point of view, I don't think you can really punish the clubs themselves, more the individuals involved (in both the ***ual abuse & the covering up of it). I mean, what would you do if the Chelsea case (paying a victim off to keep his trap shut decades ago) turns out to be true, do you ban them from having a youth set up, dock them 30 points, relegate them to non-league Football or ban the club all together? I don't see how you can do any of these things to be honest.
I don't know how it can be libelous when the abusers are already known and have been in the papers.

I agree it would be difficult to punish the clubs, however the Penn State case in the US showed it can be done and if it is the club who is guilty of the cover up then it must be that which is punished, it can't be allowed to walk away Scot free.
